AB 1894 Summary

• Removes requirement that hard frozen dairy product novelty manufacturing facilities be closed to the public and eliminates signage requirements for frozen yogurt and nondairy frozen dessert manufacturers.

• Requires frozen yogurt mix to comply with all frozen yogurt standards, and aligns requirements for all dairy product mixes (ice cream, frozen yogurt, frozen dairy dessert, and frozen dessert).

• Authorizes use of milk handler assessments and fees for administration and enforcement of manufacturing milk and market milk laws, including regulation of milk and dairy-related educational and research activities.

• Changes citrus handler assessment and inspection fee filing deadline from the 10th day of the month to the last day of the month following receipt of commodities, and establishes personal liability for handlers to pay these fees.

• Eliminates the four-consecutive-term limit for California Sheep Commission members and clarifies Department of Conservation must provide preliminary valuation to county assessors and local officials only when department and landowner agree on a cancellation value under the Williamson Act.
