Requires the Insurance Commissioner to provide licensing examinations for life agents, life-only agents, and accident and health agents in both English and Spanish from January 1, 2018 through January 1, 2024

Mandates the Commissioner submit a report to the Legislature by March 1, 2023 evaluating the Spanish-language examination, including pass rates compared to English exams, number of test-takers, licensee retention rates, and consumer complaints or enforcement actions

Sunsets the Spanish-language examination requirement on January 1, 2024 unless extended by subsequent legislation enacted before that date

Finds that expanding Spanish-language licensing opportunities will increase insurance agents able to serve Spanish-speaking consumers and improve access to insurance products for the Latino population, which comprises 38.6 percent of California residents
