Authorizes the Judicial Council to sell the San Pedro superior courthouse located at 505 South Centre Street in Los Angeles (Assessor Parcel Number 7455-013-901) at fair market value.

Requires the Judicial Council to consult with Los Angeles County and offer the county the right to purchase the property at fair market value before selling to other parties.

Directs net proceeds from the sale to be deposited into the Immediate and Critical Needs Account of the State Court Facilities Construction Fund.

Declares that the sale of this property is not subject to California Constitution provisions requiring surplus state property proceeds to be deposited in the Special Fund for Economic Uncertainties.

Takes effect immediately as an urgency statute upon Governor's approval on September 23, 2016.
