Establishes a 3-year statute of limitations for civil actions seeking damages for injury, illness, or wrongful death from exposure to methane, benzene, mercaptan, or other hazardous materials resulting from the Southern California Gas Company Aliso Canyon SS-25 gas leak

The 3-year clock begins from either the date of injury/death or the date the plaintiff becomes aware (or reasonably should become aware) of the injury/death's cause, whichever is later

Applies only to plaintiffs whose residence or domicile was located within a 12-mile radius of the Aliso Canyon SS-25 facility between January 1, 2015, and December 31, 2016

Specifies that media reports alone do not constitute sufficient notice to start the statute of limitations clock

Modifies existing Section 340.8 to exclude actions covered by the new Section 340.81 from the standard 2-year hazardous material exposure statute of limitations
