Requires the Public Utilities Commission to authorize a study by the Office of Environmental Health Hazard Assessment examining long-term health impacts from the Aliso Canyon natural gas storage facility leak that began October 23, 2015

Study must investigate health impacts on persons living within 12 miles of the facility between October 23, 2015 and completion of the State Oil and Gas Supervisor's safety review, including exposure to methane, benzene, and mercaptan

Commission must order Southern California Gas Company to pay for the study and may include study costs in any penalty assessments related to the leak

Commission shall publish and transmit biennial reports to appropriate legislative policy committees on January 1 of every even-numbered year from 2018 through 2028

Study provisions automatically repeal on January 1, 2029, and are contingent on the commission recovering sufficient funds and the Legislature appropriating moneys for this purpose
