Requires consultation with odorant producers, state and federal agencies, and interested parties with relevant scientific research during the assessment process

Defines "odorant" as any material added to natural gas to create a distinct odor detectable by persons with normal sense of smell

Chapter automatically repeals on January 1, 2021, and takes effect immediately as an urgency statute
