Requires the Director of State Hospitals to forward commitment petition requests to counties no less than 20 calendar days prior to a sexually violent predator's scheduled release date or, if a hold is placed, 20 days prior to the end of that hold.

Modifies the definition of "good cause" for the Board of Parole Hearings to order extended custody, limiting it to situations involving credit recalculations, resentencing, receipt into custody, or equivalent exigent circumstances resulting in less than 45 days before evaluation completion.

Establishes that individuals have no right to enforce the 20-day notice requirement and no remedy for its violation by the State Department of State Hospitals.
