AB 1911 Summary

• Judicial Council must convene a stakeholder committee by January 1, 2018 to develop recommendations for tracking youth involved in both child welfare and juvenile justice systems statewide.

• Committee recommendations must include common data identifiers, standardized definitions, defined outcomes (recidivism, health, homelessness, employment, education), baselines and goals, and cost-benefit analysis.

• Committee must assess whether a single technology system is needed to track dual-status youth across child welfare and juvenile justice systems.

• State Department of Social Services must implement tracking functionality in case management systems by January 1, 2019 to enable counties to identify and monitor youth in both systems.

• Department must issue instructions to all counties on how to completely and consistently track involvement of dual-status youth in both the child welfare system and juvenile justice system.
