Requires persons convicted of soliciting a minor victim of human trafficking (under Penal Code Section 647(b)) to register as sex offenders for 5 years after a first conviction, 10 years after a second conviction, and 20 years after a third or subsequent conviction.

Requires the Department of Justice to make information about these offenders publicly available on an Internet Web site during the applicable registration period.

Applies only when the person knew or reasonably should have known the minor was a victim of human trafficking as defined in Section 236.1.

Establishes this as a state-mandated local program; specifies that no state reimbursement is required because costs result from creating a new crime definition.
