Establishes a program enabling the State Department of Health Care Services to make grants or loans to residential treatment centers and substance use disorder treatment facilities that are expanding services or adding residential treatment capacity

Creates the Residential Treatment Facility Expansion Fund as a continuously appropriated fund in the State Treasury and transfers $120,000,000 from the General Fund to support the program

Authorizes grants and loans only to counties or private nonprofit organizations operating residential treatment centers or substance use disorder treatment facilities

Allows loan repayments and collections to be deposited back into the fund, with interest earnings available for future expansion loans or grants

Expires on January 1, 2019, unless extended by subsequent legislation enacted before that date
