Authorizes the California Tax Credit Allocation Committee to establish a schedule of fines for violations of housing credit program terms, conditions, regulatory agreements, or program regulations.

Fines range from up to $500 per violation or double the financial gain from the violation, whichever is greater, with first-time violators given at least 30 days to correct violations before fines are imposed (except for serious violations as defined by the committee).

Allows property owners to appeal fines to the committee and requires all fines collected to be deposited into the Housing Rehabilitation Loan Fund.

Permits the committee to record a property lien if a fine remains unpaid more than six months after assessment and proper notice is provided to the property owner.

Makes an appropriation by depositing fines into the continuously appropriated Housing Rehabilitation Loan Fund.
