CA AB1921

Removes restrictions on who can return a vote by mail ballot, authorizing designation of any person instead of limiting to family members or household residents.

Prohibits designated ballot returners from receiving compensation based on the number of ballots returned and bars individuals, groups, or organizations from providing such compensation.

Defines "compensation" broadly to include monetary payment, goods, services, employment offers, or any consideration in exchange for returning another voter's ballot.

Subjects any person in charge of a vote by mail ballot who knowingly engages in criminal acts (fraud, bribery, intimidation, tampering, or failing to timely deliver) to appropriate punishment under Division 18 of the Elections Code.

Incorporates amendments proposed by SB 450 to Section 3017 if both bills are enacted and AB 1921 is chaptered last, superseding Section 1 of this bill.
