Establishes the In-Home Supportive Services Family Caregiver Benefits Advisory Committee within the State Department of Social Services until January 1, 2019

Committee shall study barriers to accessing employment-based supports and protections (including federal social security benefits and state unemployment insurance) for IHSS providers who are spouses or parents of recipients

Committee composition includes 8-11 members representing academic entities, nonprofits, state and county government, IHSS public authorities, current/past consumers, labor organizations, and family caregivers

Requires committee to submit a peer-reviewed report to the Legislature by January 1, 2018, with findings and recommendations on ensuring IHSS family caregivers have access to employment-based supports and protections

Committee automatically repeals on January 1, 2019, unless the Legislature extends the deadline
