Requires school districts and county offices of education to post local control and accountability plans and updates on the internet in English and in any language spoken by 15% or more of enrolled pupils.

Requires the State Department of Education to post links to all local control and accountability plans in each language they are posted by school districts or county offices.

Requires charter schools to annually post their goals and actions updates on their internet websites in English and in any language spoken by 15% or more of enrolled pupils.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement shall be made through existing statutory procedures.
