Amends Section 30959 of the Streets and Highways Code to clarify that the 1% cap on Bay Area Toll Authority contributions to the Metropolitan Transportation Commission applies to all bridge toll revenues, regardless of classification.

Requires that any additional loans from the authority to the commission not exceed 1% of gross annual bridge revenues and be fully repaid with interest at the same rate applied to toll bridge revenue bonds of equivalent duration.

Expands the definition of "gross annual bridge revenues" covered by the 1% limitation to include revenues derived from bridge tolls, fees, or taxes in any form.
