Authorizes Riverside County Transportation Commission to contract with private vendors for parking enforcement and vehicle removal on commission property, performed according to Vehicle Code procedures.

Expands the definition of "public transportation agency" in Vehicle Code Section 21113 to include county transportation commissions created under Public Utilities Code Section 130050.

Allows county transportation commissions to enforce parking regulations and remove vehicles through private contracts, using the same enforcement methods available to public transportation agencies.
