Requires the State Air Resources Board to set specific, measurable goals annually beginning in the 2017-18 fiscal year for retirement and replacement of high-polluting passenger vehicles and light-duty and medium-duty trucks.

Mandates the state board update program guidelines by July 1, 2018 to ensure vehicle replacement components are available in all districts with more than one million residents and to enhance outreach funding in low-income or disadvantaged communities as needed.

Requires the state board to collect and post program performance data on its website by July 1, 2018 and every two years thereafter, including performance relative to goals, funding accounting by region, and district-level analysis to guide future improvements.

Authorizes the state board to allocate appropriated funds for expanding the vehicle replacement component from the Enhanced Fleet Modernization Subaccount, High Polluter Repair or Removal Account, or Vehicle Inspection and Repair Fund.
