Requires 10% of annual Greenhouse Gas Reduction Fund appropriations for the Affordable Housing and Sustainable Communities Program to be allocated to cities, counties, and city-counties that have ordinances promoting medium-density residential development.

Defines "medium-density residential development" as attached housing including duplexes, triplexes, fourplexes, townhouses, or condominiums of 3-5 stories with density of 8-15 residential units per gross developable acre.

Mandates that at least 20% of the moneys allocated under this provision be dedicated to housing projects affordable to lower-income households as defined in Health and Safety Code Section 50079.5.

Establishes legislative findings that affordable housing shortages increase commuter congestion and greenhouse gas emissions, and that medium-density housing lacks sufficient subsidies compared to high-density development.
