Requires audio recordings to be kept as the official record of Department of Alcoholic Beverage Control administrative hearings, with audio recordings provided to the Appeals Board and parties in lieu of transcripts for appeals.

Prohibits the department from creating official hearing records through videographic recording, and makes any videographic recordings inadmissible in proceedings before the Appeals Board.

Revises the brewery event permit fee to match the event permit fee for on-sale general licensees and on-sale beer and wine licensees, with annual indexing for inflation.

Allows beer manufacturers, winegrower's license holders, rectifiers, distilled spirits manufacturers, and their agents to purchase advertising in stadiums and arenas with fixed seating capacity exceeding 1,500, provided the advertising is only for events held at those facilities and competing brands are also served.

Requires audio records to be kept of arguments before the Alcoholic Beverage Control Appeals Board.
