Appropriates $20,000,000 from the General Fund to the State Department of Education for allocation to school districts for energy efficiency projects.

School districts are eligible for funds only if they have received Proposition 39 funding and complete at least one of four specified activities: partner with higher education institutions for project-based learning, leverage private investment, utilize state-approved apprenticeship programs with veteran access, or incorporate water reclamation and conservation projects.

Appropriated funds are classified as "General Fund revenues appropriated for school districts" and count toward minimum funding requirements under California Constitution Article XVI, Section 8.
