Requires courts to order American Society for Addiction Medicine (ASAM) assessments as a condition of probation for first-time DUI offenders with blood alcohol content of 0.16% or greater, and for all persons in 18-month or 30-month DUI programs.

Mandates that entities administering the ASAM assessment advise offenders to consult their physician about results, inform them of FDA-approved medications for alcohol dependence, and refer them to licensed treatment programs if medically necessary.

Establishes legislative findings that additional screening and assessment of repeat DUI offenders and first-time offenders with high blood alcohol content is necessary to identify alcohol dependence issues and reduce traffic fatalities.

Requires the assessment entity to advise offenders that the goal is to help them recognize chemical dependency and assist in their recovery.
