AB 1976 Summary

• Reduces California Avocado Commission handler members from 4 to 2, with alternate members decreasing from 2 to 1, and eliminates automatic appointment rights for specified handlers

• Changes commission vacancies to be filled by majority vote instead of automatically by alternate members

• Removes the 4-year restriction preventing producers from standing for election in multiple districts and defines "producer" or "grower" to exclude persons with average annual production under 10,000 pounds

• Adjusts quorum requirements to 9 voting members for 3-4 district commissions and 10 voting members for 5-district commissions

• Establishes teleconferencing requirements for marketing order advisory boards and agricultural industry councils/commissions, including 24-hour notice, designated primary physical location with at least one member present, and adoption of teleconferencing guidelines
