Allows conduit hydroelectric facilities with up to 4 megawatts effective capacity to participate in California's renewable feed-in tariff program, despite the standard 3 megawatt limit.

Requires eligible hydroelectric facilities to have been operational on January 1, 1990, and to deliver no more than 3 megawatts to the grid at any time.

Mandates compliance with the electrical corporation's Electric Rule 21 tariff or other distribution access tariff requirements.

Facilities meeting requirements receive payment under existing renewable feed-in tariff rates, but no payment is made for electricity delivered above 3 megawatts.
