Requires the State Department of Social Services to convene a workgroup by March 1, 2017, to develop an implementation plan for the California Foster Youth Enrichment Grant Program.

Establishes the California Foster Youth Enrichment Grant Program by January 1, 2018, to provide grants of $500 or less to foster youth ages 6-21 enrolled in school or postsecondary institutions for activities that enhance skills, abilities, self-esteem, or overall well-being.

Eligible uses for grants include skill development (music, dance, drama lessons and equipment), academic assistance (school trips, college visits, exam fees, test prep), and recreational participation (summer camps, sports leagues, school dances).

Requires grant recipients to submit documentation within 6 months describing how the grant was used and providing receipts for all purchases.

Requires the department to submit a report to the Legislature by January 1, 2021, on the number of applications, grants awarded, and uses of funds, with the program repealing on January 1, 2022.
