Removes existing restrictions limiting Department of Transportation contracts with federally recognized Indian tribes to only cultural resource management, environmental studies, and off-reservation traffic impact mitigation projects.

Authorizes the Department of Transportation to enter into contracts with tribal governments for any activities necessary to carry out its duties without subject-matter limitations.

Allows the department to disburse state and federal transportation funds administered by it for eligible projects under the jurisdiction of federally recognized Indian tribes.

Eliminates four conditions previously required for off-reservation traffic impact mitigation contracts, including escrow account requirements, environmental compliance specifications, and State Transportation Improvement Program consistency provisions.
