Requires the State Water Resources Control Board, in coordination with energy and water agencies, to develop and implement a grant and low-interest loan program for water projects that reduce water-related greenhouse gas emissions

Eligible project categories include water recycling, stormwater capture, desalination, water conservation, efficient irrigation, clean energy generation at water treatment plants, pump replacements, pipeline leak detection, and water appliance efficiency

Projects must result in net reduction of water-related greenhouse gas emissions, including emissions from pumping and transporting water, to qualify for funding

Removes a prior provision that would have continuously appropriated $200,000,000 annually from the Greenhouse Gas Reduction Fund to support the program

Requires public funds provided to private water companies regulated by the Public Utilities Commission be used for ratepayer or public benefit, not investor benefit
