Requires state agencies seeking to award noncompetitive bid contracts of $1,000,000 or more to notify the appropriate policy and fiscal committees of both houses of the Legislature with detailed justification for the noncompetitive approach.

Mandates state agencies provide information explaining why noncompetitive bidding is necessary and document efforts to confirm only one source can fulfill the contract.

Prohibits contract award until 90 days after notification to the Legislature.

Allows the Legislature to waive the 90-day waiting period through adoption of a concurrent resolution in cases of bona fide emergency.

Defines "state agency" to include all state departments, offices, divisions, boards, commissions, the California State University, and the University of California.
