Creates the CalED Program to assist CalWORKs recipients age 19 and older without high school diplomas or equivalents to obtain diplomas or GED certificates.

Provides a one-time $500 supplement to participants who successfully complete high school or an approved GED test.

Requires counties to arrange education and supportive services (child care, transportation, mental health services, substance abuse treatment) needed for program participants to succeed.

Makes program participation optional, allowing recipients to opt out in writing, and requires counties to provide an informational form at welfare-to-work appraisals.

Establishes state mandate reimbursement procedures for counties and school districts to recover costs associated with program implementation.
