Requires community college campuses with shower facilities to grant access to homeless students who are enrolled in coursework, have paid enrollment fees, and are in good standing with the district.

Mandates governing boards develop a plan of action that includes operational hours (minimum two hours per weekday), minimum enrollment units required, protocols for athletic program conflicts, and a definition of homeless students based on the McKinney-Vento Homeless Assistance Act.

Specifies shower facility hours must be consistent with facility hours and cannot conflict with intercollegiate athletic programs.

Provides that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement shall be made through existing statutory procedures under Government Code Part 7.
