AB 1996 Summary

• Exempts nonprofit institutions from the California Private Postsecondary Education Act until January 1, 2022, if they are accredited by the Accrediting Commission for Schools, Western Association of Schools and Colleges, have operated continuously in California for at least 50 years as a nonprofit entity, do not award degrees or diplomas, and receive state or federal student financial aid for fewer than 20 percent of their vocational training students.

• Requires the Employment Development Department, in conjunction with the California Workforce Development Board, to annually collect and report information about eligible institutions to the Bureau for Private Postsecondary Education.

• Mandates the Employment Development Department make reports available on the searchable CalJOBS website through the training and education providers link, including student enrollment, completion rates, employment placement, retention, and income information.

• Amends the Unemployment Insurance Code to permit the use of unemployment insurance information for the California Workforce Development Board to collect data from exempt institutions and provide reports to the Bureau for Private Postsecondary Education.
