Authorizes the Department of Fish and Wildlife to permit taking of Owens pupfish in the Owens River watershed if the take is authorized under a safe harbor agreement.

Adds Section 2089.7 to the Fish and Game Code to allow safe harbor agreement takings as an exception to the prohibition on taking fully protected fish.

Amends Section 5515 to reference Section 2089.7 as an exception to the general ban on taking or possessing fully protected fish.

Includes contingency provisions that become operative only if companion bills AB 1845 and/or AB 2488 are also enacted before January 1, 2017, with different amendment versions depending on which bills are chaptered.
