Requires California Community Colleges and California State University to designate a Dream Resource Liaison on each campus starting with the 2017-18 academic year to assist students meeting Assembly Bill 540 requirements, including undocumented students, by streamlining access to financial aid and academic opportunities.

Requests (but does not require) the University of California to designate Dream Resource Liaisons on each of its campuses with similar responsibilities.

Encourages all three higher education systems to establish Dream Resource Centers that may provide financial aid assistance, academic counseling, peer support, psychological counseling, referral services, and legal services.

Authorizes the California State University Trustees, California Community Colleges Board of Governors, and University of California Regents to accept gifts, bequests, devises, or donations to create and operate Dream Resource Centers.

Becomes inoperative on July 1, 2022, and is repealed on January 1, 2023, unless extended by later enacted statute.
