AB 2011 Summary

• Increases the deduction from satellite wagering funds for auxiliary offsite stabling and training from 1.25% to 2% of total amount handled in northern, central, and southern zones.

• Establishes an auxiliary offsite stabling and training facility and vanning program administered by an organization with 50-50 voting split between thoroughbred horsemen organizations and racing associations/fairs.

• Requires the organization to submit proposed financial and operational plans to the California Horse Racing Board by November 1 annually and allows the board to request financial reports and independent audits.

• Authorizes the organization to enter into multiyear contracts for auxiliary facilities (deemed approved if board does not disapprove within 60 days) and allows use of funds for vanning costs, facility expenses, reserve funds up to 10% of annual costs, and rebates to commissions and purses if funds exceed program needs.

• Permits thoroughbred racing associations or fairs in the northern zone to opt out of the program if they can meet minimum stall requirements without auxiliary facilities, and reserves the board's right to adjudicate disputes over offsite stabling and vanning matters.
