Authorizes boards of supervisors in 12 specified counties (Lake, Los Angeles, Madera, Sacramento, San Diego, San Joaquin, San Luis Obispo, Sonoma, Stanislaus, Tulare, Tuolumne, and Ventura) to establish a Jail Industry Authority within county jail systems operated by the sheriff or county director of corrections.

Establishes purposes for Jail Industry Authorities including developing work programs for inmates, creating private industry-like working conditions, enabling inmates to earn wages and work credits, and generating self-supporting revenue through product and service sales.

Requires counties to establish a Jail Industries Fund to support program operations, with all jail industry income deposited into and prisoner compensation paid from the fund.

Requires counties and cities receiving state correctional facility bond funding to utilize products produced by Prison Industry Authority or local Jail Industry Authorities in facility construction and renovation unless products cannot be produced timely or are unsuitable or uncompetitively priced.

Allows counties to contract directly with Prison Industry Authority or Jail Industry Authorities for product purchases without competitive bidding requirements.
