Requires the Department of Transportation to publish a statewide Freeway Service Patrol Program Assessment by June 20, 2018, and every five years thereafter, in coordination with the California Highway Patrol and regional/local entities.

Assessment must identify and quantify existing freeway service patrols, identify opportunities to expand service levels, and analyze the program's current and anticipated financial condition.

Assessment must examine financial sustainability of current patrols, unserved or underserved route miles, historical and future state and local funding, and public benefits of existing and potential patrols.

Department shall submit the assessment to the Legislature and Department of Finance with recommendations regarding state funding necessary to implement identified recommendations.

State budget must include a line item identifying the amount of local assistance moneys and state operations moneys provided to support freeway service patrols.
