Requires the State Department of Social Services to include reported expenditures for counties participating in the federal Title IV-E waiver in its annual 2011 realignment report.

Mandates the report detail how counties participating in the Title IV-E waiver are maximizing utilization of funds and their progress toward funding optimum caseload ratios recommended by the California SB 2030 Study evaluation.

Report must be submitted and posted to the department's Internet website by April 15 each year, containing expenditure data for child welfare services, foster care, adoptions, and adult protective services programs.

Existing reporting requirements remain unchanged, including county-by-county expenditures, Protective Services Growth Special Account funding, social worker caseloads, and authorized positions in local child welfare agencies.
