Establishes a grant program administered by the Mental Health Services Oversight and Accountability Commission to improve access to mental health services at public community colleges, California State University, and University of California campuses, operating until January 1, 2022.

Requires grant recipients to collaborate with county behavioral health departments and provide a dollar-for-dollar match of funds; caps individual grants at $5 million per campus and limits administrative costs to 5 percent of total grant amounts.

Mandates grantee campuses to submit annual reports on grant fund usage, program outcomes, and sustainability plans, with reports posted on institutional websites and submitted to respective chancellors' offices.

Requires the commission to contract with a research university or institute to evaluate program impact and submit evaluation reports to the Legislature by February 1, 2019, and annually thereafter, with assistance from the Department of Finance in issuing the contract request for proposal.

Prohibits grant funds from supplanting existing campus, state, or county mental health funding and provides technical assistance to smaller colleges and county behavioral health departments during the application process.
