Establishes state policy to provide intermediate step salary increases of 2.65% or the percentage increase in the California Consumer Price Index For All Urban Consumers (whichever is higher) for academic employees of the California State University system.

Adds Section 89528.5 to the Education Code to implement salary adjustment provisions for CSU academic staff including professors, lecturers, librarians, counselors, and coaches.

Addresses documented disparities in CSU faculty compensation, noting that tenure-track and tenured faculty numbers declined 3% over the prior decade while student enrollment grew by 75,518 students between 2004 and 2014.

Requires the establishment of a salary schedule for CSU academic employees, a provision not currently available to CSU faculty unlike other public employee organizations in state government.
