Allows international election observers uniform and nondiscriminatory access to all public stages of the election process, including ballot marking system certification reviews, vote-by-mail processing and counting, canvassing, and recounting.

Prohibits international election observers from interfering with voters preparing or casting ballots, precinct board members or election officials performing duties, or the orderly conduct of elections.

Defines "international election observer" as an official representative of international organizations such as the United Nations, Organization for Security and Cooperation in Europe, or Organization of American States who witnesses election administration in California.
