Authorizes operators of advanced water purification facilities to bottle and distribute advanced purified demonstration water as educational samples and to promote water recycling, limited to 8 ounces per bottle and 1,000 gallons per calendar year.

Requires advanced purified demonstration water to meet or exceed all federal and state drinking water standards and be produced through specific treatment processes: microfiltration or ultrafiltration, reverse osmosis, and advanced oxidation.

Establishes bottling requirements including submission of sample labels 30 days before bottling, submission of water analyses 7 days before bottling, full sanitation of equipment after bottling, and use of nonreturnable bottles with specific labels stating "sample water--not for sale" and "Advanced Purified Water Sourced From Wastewater."

Restricts distribution to no more than 25 individuals per day for 60 or more days in a calendar year, prohibits distribution to minors without parental consent, and prohibits sale or distribution in exchange for financial consideration.

Requires operators to establish a bottle collection and recycling program and maintain daily records of distribution with annual reports submitted to the State Water Resources Control Board under penalty of perjury.
