Authorizes federally certified critical access hospitals to employ physicians and surgeons and charge for their professional services until January 1, 2024, provided the medical staff votes that employment is in the hospital's communities' best interest and the hospital does not interfere with professional judgment.

Requires the Office of Statewide Health Planning and Development to submit a report to the Legislature by July 1, 2023, containing data on the impact of this authorization on critical access hospitals' ability to recruit and retain physicians and surgeons between January 1, 2017, and January 1, 2023.

Mandates critical access hospitals employing physicians under this authorization to submit annual reports to the office on or before July 1 of each year, beginning July 1, 2017, until the reporting requirement becomes inoperative on July 1, 2023.

Amends Section 2401 of the Business and Professions Code to add this exemption to existing restrictions on non-nonprofit entities employing physicians and surgeons.
