Requires plaintiffs or petitioners in California Environmental Quality Act lawsuits to disclose the identity of any person or entity contributing $1,000 or more toward litigation costs in an affidavit filed with the court.

Imposes a continuing obligation throughout the proceeding to identify any contributors whose single or multiple contributions total $1,000 or more intended to fund the action.

Requires disclosure of any pecuniary or business interest that contributors have related to the proposed project subject to the lawsuit.

Allows plaintiffs to request court permission to withhold public disclosure of a contributor's identity if the public interest in confidentiality clearly outweighs the public interest in disclosure, with individuals acting in personal capacity entitled to in-camera court review.

Authorizes courts to compel compliance with disclosure requirements and may dismiss the action if requirements are not met; disclosed information may be considered when determining attorneys' fee awards.
