Requires state and local officials designated as "certifying officials" to certify victim cooperation on federal Form I-914 Supplement B declarations for human trafficking victims upon request.

Establishes a rebuttable presumption that a victim is cooperative if they have not refused or failed to provide information and assistance reasonably requested by law enforcement.

Mandates certifying entities process Form I-914 Supplement B declarations within 90 days of request, or within 14 days if the noncitizen is in removal proceedings.

Prohibits certifying entities from disclosing the immigration status of victims or persons requesting the declaration, except to comply with federal law or with the victim's authorization.

Requires certifying entities to report annually to the Legislature beginning January 1, 2018, on the number of victims who requested declarations, the number signed, and the number denied.
