Requires reinstatement to the Public Employees' Retirement System (PERS) for members involuntarily terminated on or after January 1, 2017, who are subsequently reinstated through administrative, arbitral, or judicial proceedings, regardless of retirement status.

Provides reinstated members with all accrued retirement benefits effective from the date salary is awarded in the proceeding and grants service credit for the period in which salary was awarded.

Requires employers to make contributions to PERS for any period in which salary is awarded in the reinstatement proceeding in the amount the member would have contributed had employment not been terminated.

Mandates employers notify the PERS board of the final reinstatement decision within five days, including the dates of involuntary termination and reinstatement.

Authorizes reimbursement to local agencies and school districts for any state-mandated costs determined by the Commission on State Mandates.
