Amends Section 820.1 of the Streets and Highways Code to extend indefinitely California's consent to federal court jurisdiction over the Department of Transportation's environmental review responsibilities under federal surface transportation project delivery program.

Eliminates the January 1, 2017 repeal date, allowing the federal court jurisdiction provision to remain in effect beyond that date.

Removes the requirement for the Department of Transportation to submit a comprehensive report to the Legislature beginning January 1, 2021 and every 5 years thereafter analyzing environmental review processes, costs, litigation, and project delivery timelines.

Maintains the waiver of the department's Eleventh Amendment immunity from suit in federal court actions related to assumed environmental review responsibilities.

Prohibits the department from delegating its assumed federal environmental review responsibilities to any California political subdivision or instrumentality.
