Authorizes use of State Responsibility Area Fire Prevention Fund moneys for payments to local government entities that carry out fire prevention activities in state responsibility areas pursuant to agreements with the Department of Forestry and Fire Protection.

Adds new category of eligible fire prevention fund expenditures for payments to local government entities, in addition to existing uses like grants to Fire Safe Councils, conservation corps, and qualified nonprofits.

Requires that amounts expended to benefit habitable structure owners within each state responsibility area be commensurate with the amount collected from those areas.

Mandates the State Board of Forestry and Fire Protection submit annual written reports to the Legislature by January 31 each year on fund status, grant program effectiveness, defensible space compliance, and related metrics.
