Requires producers of home-generated sharps or designated stewardship organizations to submit approved recovery plans to the Department of Resources Recycling and Recovery by July 1, 2018, with implementation beginning January 1, 2019.

Establishes minimum collection rate targets of 20% (2020), 40% (2021), and 60% (2022) of sharps sold in 2017, with rates to be set annually thereafter by the department.

Mandates at least one collection point per county or one per 25,000 people, whichever is greater, plus education and outreach programs to reduce illegal disposal.

Requires annual administrative fees from producers/stewardship organizations to fund department administration and creates two accounts in the Integrated Waste Management Fund for fees and penalties.

Authorizes civil penalties up to $1,000 per violation per day ($10,000 for intentional violations) for non-compliance and allows the department to require additional collection point improvements or education if collection targets are not met.
