Requires the Office of Statewide Health Planning and Development to include all federally qualified health centers in California in the National Health Service Corps State Loan Repayment Program's certified eligible site list.

Mandates that program applicants agree to provide matching funds as part of their initial application process.

Requires the office to set a reasonable deadline for receipt of all applications.

Maintains existing requirement to equitably distribute loan repayment awards between eligible urban and rural program sites, considering availability of health care services and number of individuals to be served.

Requires all eligible applications to be given consideration before any award is granted.
