Requires the California Health and Human Services Agency to design and implement a Summer Electronic Benefits Transfer for Children (SEBTC) program to provide nutrition assistance to eligible households during school breaks.

Mandates the system be compatible with California's existing electronic benefits transfer system and comply with all applicable federal laws, regulations, and state and federal privacy requirements.

Requires designated state agencies to request federal approval, authorization, and all available federal funding necessary to implement and operate SEBTC.

Makes the provision of SEBTC benefits contingent upon securing federal funding for the program.

Addresses a documented gap where approximately 1.8 million California children who receive free or reduced-price school meals lose access to similar nutrition assistance during summer months.
