Authorizes domestic violence shelter residents and individuals on waiting lists to apply for expedited CalFresh benefits as a separate household if they are included in a certified household with their abuser, subject to federal law and regulations.

Requires the State Department of Social Services to develop and make available CalFresh information on expedited services targeted to victims of domestic violence, and requires counties to provide domestic violence shelters with CalFresh application forms upon request.

Adds domestic violence victims to the list of individuals deferred from mandatory placement in the CalFresh Employment and Training (CalFresh E&T) program, allowing them to participate voluntarily instead.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement to local agencies shall be made pursuant to existing statutory procedures.
